Surfer. He is so insanely powerful.

They've done this fight a few times. Surfer almost always wins very quickly with the exception of Planet Hulk, where Surfer and been enslaved after being weakened by a cosmic portal. The moment Hulk smashes the device that was enslaving Surfer, Surfer unleashes the Power Cosmic, releases every slave on the planet and offers to send Hulk home. Surfer can kill him at any moment he wants to. He's even just pulled all the gamma radiation out of Hulk before, transforming him back to Bruce Banner.
