He is, but he needs to get away from Team Quest.  He hasn't had any real good performances since he joined up with them it seems.

True, as much as I like Team Quest I don't think Mayhem fits well there.

The only thing that has gotten a little better is his GnP.  He never had great stand up, but it was pretty good, the past 4 fights it has been practically non-existant.  He was outstruck by Miura, Tim Kennedy and was even with Souza, who he should have beaten up in that aspect.
