Writing a promo for the wrestlers to say as part as their PR campaign...is that going too far?

Not at all!  You just need to specify how the public sees it.  But remember, don't go overboard.  For example, if you have $500K PR on someone, and you have them cutting a promo from the space shuttle, chances are I'm gonna need you to cough up some extra dough for that.
