Is this right?  Because it seems to early to be moving across divisions?  Especially when some games have already been doubled up

Nope, this is correct. Week 4, 5, and 6, and half of 7, we cross divisions. The final weeks are back to normal.

So we dont face everyone in the division an equal amount of times?

With 16 teams we need 11 Weeks. that's where James was going wrong with his schedule. You face everyone in your division twice and everyone in the other division once.
