Random question/idea.

I know that the salary cap is a firm number for each team (hence "cap").  But the PR money is called 'budget', and that has me thinking.....

Can we utilize the PR money for trades and such?  For example, I'd trade Player XXX to Team AAA for $3 million of their PR budget (provided they have it of course).  That would make their PR budget drop down to $12 million for the next season, but bump mine up to $18 million.

Good idea?  Bad idea?
