Because the player he signed wasn't in the expansion draft.

But the player was still a free agent which I do think counts for that.

Because Blake Terry was under ownership with Texas through a trade in Season 13. Terry did not have a active contract as Season 13, his prior contract expired at the end. Texas failed to sign him to a new deal, therefore he is released as an unrestricted free agent and not into the Expansion Draft.
