Sorry if this has been addressed anywhere else, but once the offseason begins will expansion teams be able to use their PR budget to scout the 8 prospects, or are we doing it blind just off the position/pictures and hoping for the best.

Also, thanks for all the help you guys have been offering/providing via PM, it's much appreciated and making the game much easier.

You may want to scout those rookie free agents that came out on the free agent PDF.

Protip: Free agents highlighted in a color are not actually free agents. The ones at the top of the list all play for International teams. Same deal with the coaches. You want the free agents with no color.

Yeah, I gathered that looking at the spreadsheet from this past season. My only question is why Chris Thomas and Jason Howard are highlighted on this list while being in the free agent section. Does that mean anything?

No because as I keep pointing out the new teams will have 8 players to choose from all of which will add value to the franchise...

I believe it is the 8 unbiased reports teams get when there is a full blown expansion draft.  The cost of scouting is 1mm per person, so 8 reports = 8mm theoretical dollars.

That's how I read it, but I figured long ago there was no free-report giving, and in a pool of 8 players to choose from, all should be at least serviceable for a new team to build with.
