You don't have to wait until all star break to make trades that will happen next season. You can do S17 trades whenever.

To clarify, you can make a trade whenever you want throughout the season, but after week 1 it won't go into effect until the following season.

After the All-Star break, players who are out of contract can be signed up but they don't join their new team until next season. If a player says he's leaving during Free Agency, it means he's signing somewhere else then but is still yours for the rest of the season.
