When the league reduces the amount of teams it has. Instead of promotion system the most soccer leagues has, some leagues of other sports contract rather than expand.

That last expansion really hurt IMO. The Reno, New Mexico, Jacksonville, Morgantown class of expansion wasn't needed, especially with expanded rosters now.

People always get fired and jobs open up. Plus a season off is good, I really enjoyed the time I had away from the game and watch people play.

The whole issues is the amount of teams and the roster sizes kind of compounded that issue and took it to a whole 'nother level.

Some GMs learn better from the bench...  And if you aren't sure you will have a job next season you are less likely to do stupid things to get fired.
