Maybe they should just round up all the shit villains and make them a team?  Humpty Dumpty, Tweedle Dee and Tweedle Dum, the Mad Hatter, Calender Man, The Ratcatcher, Great White Shark, Black Mask, just get em all in here. 

Although, for a villain you don't hear much about, I would like to see that one who is supposedly the exact opposite of BatMan. Prometheus apparently was his name.  That may be kind of cool if done right. 

Honestly though, what would be the point in introducing someone new when their is a seemingly endless list of good and bad villains.
