As of Season 18 - There is no requirement to protect players from SL "poaching", if you want to acquire a player from the SL you can negoiate a "transfer fee" with the SL for the player. All this takes place in offseason mode ie the preseason. Further to this SL players can also negoiate a "transfer fee" with you to sign FBL players. This pot either way comes in and out of your PR budget. The transfer fee is not applicable if the player is out of contract
